【摘要】:ThissectionofIEC61000-4givesafunctionalanddesignspecificationforflickermeasuringapparatusintendedtoindicatethecorrectflickerperceptionlevelforallpracticalvoltagefluctuationwaveforms.Informationispresentedtoenablesuchaninstrumenttobeconstructed.Amethodisgivenfortheevaluationofflickerseverityonthebasisoftheoutputofflickermeterscomplyingwiththisstandard.Thissectionisbasedpartlyonworkbythe"Disturbances"WorkingGroupoftheInternationalUnionforElectroheat(UIE),partlyonworkoftheIEEE,andpartlyonworkwithinIECitself.Theflickermetterspecificationsinthissectionrelateonlytomeasurementsof230V,50Hzinputsand120V,60Hzinputs;specificationsforothervoltagesandotherfrequenciesareunderconsideration.Theobjectofthissectionistoprovidebasicinformationforthedesignandtheinstrumentationofananalogue'ordigitalflickermeasuringapparatus.Itdoesnotgivetolerancelimitvaluesofflickerseverity.
